IMF concerns were known before letter to minister

A letter from the Central Bank of Samoa (CBS) shows that the International Monetary Fund’s (IMF) concerns over proposed amendments were known within the government days before a formal letter was sent to the Minister of Finance, despite her claim that she was surprised by the correspondence.
