Absent voters persist despite fine threat
Around 16 per cent more people had their say this year, even with around 13,000 more voters than in 2016.

Despite last month’s election being Samoa’s first-ever with compulsory voting, tens of thousands of voters still failed to cast ballots, incurring a total of $3.5 million in notional fines.
