PM defends Magele's appointment, announces district chairs

Prime Minister Laaulialemalietoa Leuatea Schmidt defended the appointment of Magele Sekati Fiaui as the chairman for the Fa'asalele'aga No.2 district council while announcing the names of district chairs on Wednesday.

La'aulialemalietoa said that he believes that Magele did not misuse any district council funds. He said it's the timing that was wrong.

"We have come to a conclusion that it's good to close all district councils when it's near an election," La'auli said.

The court found that Magele had used the money to entice votes. 

"Accordingly, the court finds that the approval and signing by the Petitioner of cheques on the day of pre-polling and two days prior to polling cannot be regarded as a mere administrative procedure. Viewed in its electoral context, such conduct constitutes an inducement of voters and falls within the definition of bribery," the court had said.

"The timing of the approvals is decisive: it converts otherwise lawful disbursements into corrupt practices, contrary to both the spirit and letter of electoral law."

Laaulialemalietoa said Magele was using these funds for the sake of the district council.

He said no district council guideline says the chairman cannot use the Fono Faavae funds when it's close to a general election.

Magele was found guilty in the Supreme Court for nine counts of election bribery.

La'aulialemalietoa announced the chairpersons for 50 districts except for Aiga i le Tai.

There were 11 constituencies with two chairpersons each and 40 with one. Majority are the members of parliament for Fa'atuatua i le Atua Samoa ua Tasi (FAST).

Prime Minister again explained that the four HRPP MP's who did not apply include Tuilaepa Sailele Malielegaoi of Lepa, Aeau Tima Leavai of Falealupo, Faleata 3, which is Lealailepule Rimoni Aiafi and Fa'asalele'aga No.2 Vaaelua Senetenari Samau.

He said eight others did apply but objected to supporting the project, which is why they were not selected.
