Emergency budget $56.3M, Fiame seeks clarity

The state of emergency budget was announced at $56.3 million. Finance Minister Mulipola Anarosa Ale Molioo told parliament on Tuesday, prompting questions from Member of Parliament for Lotofaga and former Prime Minister, Fiame Naomi Mataafa, about how much had already been spent and what remained for the next eight months.

Fiame pressed the minister for "clarity" on the utilisation of the 2025/2026 budget, particularly the 25 per cent portion that had been spent when the budget had not yet passed. 

“The truth is, the current budget is now being used,” Fiame said before the budget was passed on Tuesday night, emphasising the need for transparency so parliament could understand how much money remained for ongoing programs.

Mulipola replied that the state of emergency budget would eventually be folded into the full annual budget once the emergency period concluded.

"The state of emergency was $56.3 million," said Mulipola.

She announced that the emergency budget concluded on Tuesday, but admitted that exact figures on the 25 per cent already spent were not immediately available.

Fiame urged that the budget clearly outline what had been spent, the status of the 25 per cent allocation, Section 105 of the Constitution of the Independent State of Samoa (the proclamation of emergency), and the remaining funds for the next eight months.

The emergency budget formed part of Samoa’s $1.24 billion overall budget, intended to provide immediate funding for essential services while the full annual budget awaited parliamentary approval, which has now been granted.

The Speaker of the House, Auapa‘au Mulipola Aloitafua, announced that parliament had officially passed the budget on Tuesday night following a week of deliberations. The Government of Samoa had tabled a $921,251,553 appropriation bill for the 2025/2026 financial year, outlining spending plans for government ministries, departments, and public sector services — alongside an additional $27,637,547 set aside for unforeseen expenditures.

The bill also provides $250,000 from the Public Trustee’s Account, held with ANZ Bank (Samoa) Ltd., to fund the operations and administrative costs of the Public Trust Office.

Email attempts to obtain comments from Mulipola and Chief Executive Officer Saoleititi Maeva Betham-Vaai of the Ministry of Finance were unsuccessful as of Thursday.
