They don’t care

World Rugby don’t care whether pacific teams are good enough on the field. Fiji are currently ranked 9th in the world. Samoa was ranked 7th back in 2012-2013.

Both teams were ignored for entry into one of the professional leagues. Argentina was accepted instead.

Now USA and Japan have leapfrogged Fiji into the top-12 first division of this so-called world league circus. It is all about money. They want the money. If Fiji and Samoa cannot bring the money, then they don’t want to know about these countries. 

Fiji could be ranked first in the world and World Rugby would still refuse to allow them into the top-tier. SANZAAR would also refuse to allow them into the Rugby Championship.

The problem is that in rugby, there is far too much emphasis on international test matches. Soccer is more interested in the club game. International matches are relegated to certain windows a year but mostly to the every four years for the world cup and the European championships.

Maybe Rugby needs to go the same way. 

Clubs have most of the say on players during the normal year, relegate international matches to world cup qualifiers and world cups (every four years), rugby championship (every four years). 

This way Samoan players can concentrate on getting money at the clubs every year while releasing them for world cup duties and world cup qualifiers every four years and every so often.
