Re: Ex-officer quits, breaks silence 

It is very demeaning and typical of this former officer to let her frustration do the talking for her over the media but should be mindful that this is a very small place and she is right; this is the other side of the story rather. 

According to a reliable source within the Police, a complaint was lodged by a now suspended officer whom she investigated which caused her suspension because according to the suspended officer’s report, the investigation she conducted was biased and incomplete.

 The file for this matter was referred to a senior officer to assess the issues raised by the suspended officer. The findings were somewhat favoured the claims by the suspended officer and amazingly she was re-instated by Acting Commissioner Salale instead of making her responsible for the poor handling of the investigation. 

I understand that the date you were wrongfully re-instated you tendered your resignation immediately and was approved and became effective on same date by the same AC. O le a le mea ua e sola ai? I believe the other person who should’ve been charged is very close to your husband leading the T.O.S unit. Is this your interpretation of “do right fear nobody?”

Under the NPO Act 2015, their core function is to prosecute and her attachment to the N.P.O was approved by Commissioner Keil who also signed the M.O.U between the two entities so her attachment was for prosecutorial purposes at the FF Court and possibly District court for minor offences so please there are no criminal investigators attached to N.P.O ever. 

Moreover, what has she investigated since she was never attached to C.I.D let alone had a case convicted in the Supreme/District/FF Court. 

I believe that within the Police, it is very inappropriate for a junior officer to investigate a senior officer in respect of the ranking system. If one is suspected of wrongdoing his/her investigation must be conducted by an officer higher in rank. Where did you get the authority and instruction to investigate the Commissioner? 

In any criminal investigation once you have evidence beyond reasonable doubt to charge a person, he/she must inform his/her constitutional rights and must be recorded in writing. I believe this was one of the many reasons provided by the highly qualified and non-corrupt independent prosecutor to Court and the A.G. hired just in case someone like you comes along. 

Since you conducted the first investigation and failed, a second investigation into allegations against the Commissioner came up with the same result. The person who conducted that investigation has also resigned. 

Siripa, why don’t you just go quietly and look elsewhere for another career path instead of having so much malice in your armoury? Allow the Police to move forward as it rightly deserves for the people and government of Samoa.
