Is the $20 million funding taxpayers or U.T.O.S. members?
Certainly difficult to see the R.O.I. of such and ‘investment’.
Like suggested with infrared, maybe a little technology could be cheapest and easy to implement. eg a serious security wall with appropriate technology imbeds round perimeter and monitored by private contractor.
Then prisoners can live in traditional houses with no walls which is more therapeutic. Electronic bracelets for those who will work out of sight or tendency to bolt. $20 million seems like govt’ way of paying back sponsors and donors.
