A workshop for HR Trainers was held at the office of the Public Service Commission (P.S.C) last week.
This was to address the development of HR Trainer’s skills and support career development identified by P.S.C, as one of the training needs required for the various Government Ministries and Corporations in the public sector.
Thirteen participants invited from the various Corporations received capacity development on HR Trainer’s skills, with four key themes highlighted:
-Identifying key elements of excellent organisational planning & budgeting ideal for trainings;
-Discussing elements of successful training within the Samoa Public Sector, including;
assessment, facilitation, training reports, transfer of skills & knowledge after training;
-Applying a variety of tools that will provide necessary knowledge & Skills to successfully conduct training, including; types of needs assessments, task analysis, training cycles & designing SMART
-Designing & presenting key elements and variety of tools for successful training.
The caliber of participants that attended the training included line managers, middle management as well as senior staff members aspiring to be HR Trainers in the future. Participants reflected on day five on lessons learnt and provided positive feedback such as:
-The training gave added knowledge and skills on how to become better HR Trainers
-The training provided a platform for trainees to share best practices in their workplace
-The training also enabled participants to create networks
Leota Oliva Taituuga, H.R. Manager from the Samoa Land Corporation delivered the thank you speech on behalf of the participants.
He acknowledged with appreciation the new knowledge and skills acquired during the one-week training, which they will apply in their respective work places.
“The course has achieved its aim by providing training need assessment aims to identify provider’s gaps in knowledge, attitudes and skills (K.S.A) between the present performance and the desired performance,” he said.
“It is important that trainers should be selected on the basis of their experience and competencies as productive trainers, their commitment to training, and the support of the organisation in using their newly acquired advanced training skills.
“Enhancing the skills in organisation by establishing a high level of training implementation. It prepares the trainers who already have skills to conduct a training needs assessment, develop detailed plans for training, develop a training curriculum, and conduct training follow up and evaluation.”
The Training for HR Trainers was conducted by Kim Charteris-Wright (Senior Consultant & Director Free Spirit Training & Development, New Zealand) with Angela Palu-Phineas (Principal Training & Development Consultant) and Faafetai Vaevaina (Principal Human Resource Planning) as Co-Trainers.
Soóalo Sydney Faásau, S.I.C.T.P Manager, in the presentation of Certificates for the participants confirmed the current Recognition of all Samoa In Country Training Programme (S.I.C.T.P) courses under the Non Formal Learning scheme by the Samoa Qualifications Authority (SQA).
Sarona Esera Filipo, A.C.E.O of the PSC Human Resource Development Division acknowledged the support of the Government of Samoa (Oloamanu Centre for Professional Development & Continuing Education – N.U.S) and the Development Partners (N.Z.M.F.A.T & D.F.A.T), through the continuation of this vital Capacity Building initiative for all sectors in Samoa, under the Education Sector Support Programme (E.S.S.P) 2015 - 2018.
