Who pays for the pipes that are laid down to bring water to your home? 

Who pays for the ongoing treatment of that water to make sure the water you drink and use for everyday living does not bring disease into your home?

Your answer is obviously Santa Claus but in the real world, water needs to be treated and quite a lot of infrastructure is put in place to make sure the water is piped to isolated areas where water does not naturally flow - e.g.: Falelauniu and other new urban areas around Apia. 

However, as already noted, Samoans are lucky that they have an alternative in about 30% of villages of their own independent water schemes where they can get their own free water from their own local water sources.
