Questionable bidding process

Dear Editor,

On two separate vehicle tenders advertised by a certain High Commission office in Samoa, I bid on their cars and both times I was outbid just marginally and by marginally I mean obviously marginally, the first tender in November 2017 I was outbid by $50tala the second tender in February 2018 (this month yes) I was again outbid by $150.

Sources tell me the winning bidder did not come up with the full amount by 4pm Friday and the High Commission gave him/her the weekend to gather funds which contradicts the rules stated in the tender. 

Does this seem suspicious? Are the staff in the this certain High Commission colluding with bidders and being tipped off? 

This is something to look into.
