Govt. launches I.C.T. Strategic plan

The Ministry of Communications and Information Technology, the Office of the Regulator, and Samoa Post Company Limited have released their 5-year strategic plan (2017/18 to 2021/22) for Samoa’s communications sector.

The plan unifies the work of all three agencies in the delivery of three key objectives:

 First, the plan proposes activities that will deliver more and better quality high- speed Internet services in a more sustainable way.

 Second, other activities carried out under the plan will demonstrate to citizens the Internet’s value to society, - for example, in terms of the access to information that it affords to business, the public sector and civil society.

 Third, the plan proposes means for consolidating government’s diverse range of I.C.T activities, which will improve the return on the investment made in the S.N.B.H; make the Internet infrastructure safer for all users; and involve the use of new technologies that will lower the cost of the internet and improve productivity.

The plan was informed by numerous consultations with a wide range of stakeholders from government, civil society and the private sector. 

Hundreds of detailed comments and suggestions were taken into account. Careful consideration was also given to the special characteristics of Samoa’s context. 

This approach was essential to making the plan practical and feasible - in terms of technical complexity, speed of change and the measurement and management of progress, and cost. 

Even so, some aspects of plan implementation will require further technical assistance - for example, in relation to data centre infrastructure architecture, cyber-security, and cloud and hybrid-cloud integration.

The plan lays the foundations for enabling Samoa to take full advantage of the opportunities afforded by digital computing technologies and, in doing so, should make “affordable and appropriate I.C.T accessible to all.”
