What rule of law?

Re: Pacific emerging issues on the agenda 

I wonder what rule of law the Deputy P.M. is referring to? 

Isn’t the Constitution full of laws with one demanding a Referendum as a condition to making laws that will affect customary lands? 

And yet she and the H.R.P.P. deliberately ignored it and passed the infamous L.T.R.A that allows for the mortgaging of customary lands to foreigners? 

Didn’t the Constitution set up the Land and Titles Court to handle disputes related to lands and titles specifically and yet, this same Deputy P.M. and her party are now removing this authority and responsibilities from the Court and place it with a Registrar, a political appointee at the office of the M.N.R.E.? 

So what rule of law is she referring to?
