Audit discovers duplicate receipt numbers

The Immigration Passport System has identified duplicate receipt numbers for different applications used in the passport and permit systems. 

The discrepancies are outlined in the Ministry of Prime Minister and Cabinet Audit (M.P.M.C.) Report for financial year ending June 30, 2014. 

The auditors noted that the accountable forms registered were not maintained properly and the passport and permit systems are separate systems. 

“This showed the lack of checking and postings by the responsible officer,” stated the audit report. 

In response to the findings of the audit, the M.P.M.C. said a software integrating the two immigration processing systems will then issue a singular verifiable receipt replacing the current manual receipting. 

Another issue highlighted by the auditors is the total debtors’ balance which increased from $399,518 to $437,152 for the said financial year, with the monthly reconciliation not updated. 

But the Ministry in response said: “The majority of these accounts receivables were with the Savali publication and the M.P.M.C. is considering submitting these unauthorised costs and irrecoverable debts to Cabinet to be written off.” 

Issues relating to human resources were also addressed in the audit report, relating to payroll and leave records including leave taken without leave forms, leave cards not updated to record days of leave taken, leave without pay being incorrectly effected on finance and leave without medical certificate. 

Two irregularities relating to vehicle damages were not submitted or registered with the Ministry of Finance according to the audit report. 

“Irregularity report records were also not organised or stored properly, with no solutions or action taken,” stated the report.
