Logistics and overview of $146m project discussed

An inception workshop for the Green Climate Fund (G.C.F.) and Government of Samoa (G.o.S.) funded project themed: “Integrated Flood Management to Enhance Climate Resilience for the Vaisigano River Catchment” begins today at Tanoa Tusitala Hotel.

The objective of the two-day workshop is for the project team to present the project overview, G.C.F. requirements for the project; and with Government partners to confirm the logical framework, multiyear work plan, annual work plan and the implementation and procurement plans which will be finalized through detailed technical discussions at the activity level. 

The G.C.F. project is for a duration of six years, funded with US$57,717,748 ($146,417,543.89) from the G.C.F. Trust and co-financing from the G.o.S of US$8 million ($20,296,340). 

The project will be implemented by the Ministry of Finance (M.o.F.) in close collaboration with the project Government partners (Responsible Agencies) which includes the Ministry of Natural Resources and Environment (M.N.R.E.), Ministry of Works, Transport and Infrastructure (M.WT.I.), Land Transport Authority (L.T.A.), Ministry of Health (M.o.H.) Samoa Water Authority (S.W.A.) and Electric Power Corporation (E.P.C.) who are responsible for different project components.

The project represents the G.o.S’s initial steps in operationalizing a comprehensive flood management solution. 

It has three major outputs: assessments and mechanisms in place for an integrated approach to reduce vulnerability towards flood-related risks,

infrastructure in the Vaisigano River are flood-proofed to increase resilience to negative effects of excessive water and drainage in downstream areas upgraded for increased regulation of water flows. 

In conjunction with G.o.S. co-financing leveraged for this project, G.C.F. resources will be used to address a number of key technical issues including infrastructure; capacity and information based barriers to enhancing the effectiveness of flood management systems. 

The primary direct beneficiaries include approximately 26,528 people in the Vaisigano river catchment area and 37,000 people indirect beneficiaries.
