Certainly, research will show a significant reduction in fatalities and injury with reduced speed, however this research is done where speed limits at 100kph and above.
Many Samoan speed related accidents happen in the 60 to 80kph range, which indicates a lack of basic skills in piloting a vehicle, which is not surprising considering that there is no driver training required before legally taking to the roads.
If a driving skills test like the one I took 35 years ago was given to current Samoan road users, I would be surprised if more than 20% would pass. If today’s tests were applied, less than 10% would pass.
Without proper training BEFORE drivers are licensed, the authorities are just unleashing the potential for unskilled drivers to lose control of a ton and a half of vehicles around pedestrians and other road users.
