Well seeing that you’ve argued against, let me offer some balance.
I really think there would be a riot if the contract were awarded to a foreign company as the money would likely be sent elsewhere when at least this way the contract is cheaper, jobs are offered to our own people and the money stays in Samoa.
If more travellers are coming from American Samoa that money stays in Upolu too strengthening the economy.
If Upolu and American Samoa work more closely together bridging the gap, they can build on helping the greater good and essentially begin developing more of Savaii Apolima and Manono islands.
If the construction, an airport and travel can create and circulate jobs (possibly secure more work) through easier travel pathways by having an airport in Tiavea then essentially it benefits a lot of people.
It’s also a plus that lands are leased to government and not to foreigners. There is more good to come of this, it’s just people are too focused on conflict of interest when if you weigh up pros n cons it makes more sense to hire our own people in the end.
