The only difference is Australia offers free Medicare benefits and family tax benefits to its low income struggling families and provide shelters for the homeless, accommodations to its lowest income earners and most definitely not owing billions of dollars to other neighboring countries nor try to take advantage of its peoples individually owned lands. 

Samoa on the other side, is forever poor to the end of the world perhaps Tuilaepa needs to seek advice from Scott Morrison on how to do a fair yearly budget that is best for everyone including children. Full stop.
