Nope. I completely disagree here. 

Compulsory voting prevents elections in a district being swung by those who have been able to pay off the most voters.

Say 40% of the electorate in the district vote and 30% of those votes are compromised, that means the election is decided by 30% of compromised voters in that district. 

However, this problem is rendered irrelevant when 100% of voters vote in the election, because there is no way a candidate can go around to every single voter in a district and pay off every single voter.

Also, if there is compulsory voting, we can be sure that the government that is elected really is the will of 100% of the voters of Samoa.
