“My office engaged the services of Skylite productions for our awareness campaign in 2015, a campaign that was planned since 2014 but the delay was due to budget constraints; however the Honourable Minister Afamasaga Lepuia’i Rico Tupai was only elected as the Minister of Telecommunications in 2016.”
This above statement serves as your justification and your condemnation. Was this delayed awareness campaign from 2015 was what reported by Samoa Observer? Or new projects have been added without tendering process?
If this engagement of services with Skylite was done under the ownership of the Lepuia’i Rico Tupai as a businessman, but now he is a public servant and a Minister who is an overseer of your department.
Don’t you find it necessary to nullify the old engagement services and tender new projects to avoid conflict of interest?
