Is this proposed new airport a good idea? 

Only the Government will know, however any project like this one has potential to improve transport links in the country.

In the end only the paying passengers will determine its success.

As for the safety of the airport itself this is a non-issue.

For 95% of the time the winds here in Samoa are not significant for aircraft operations, except during the storm season (for a few days) or during the passage of Thunderstorms near the airport.

There is no difference from a safety consideration between Tiavea and any other airport in Samoa.
