You really haven’t got a clue what you are talking about.
“Alienation” is a legal word used by lawyers that drafted up these laws.
Too complicated to explain but the “alienation” talked about in the original Alienation of Customary Lands Act 1965 (to which this law in 2018 is seeking to amend) means leasing.
The government denies that any of these laws means the sell off of Samoan land never to be seen again. This is not the Great Mahele in Hawaii, nor the Land Confiscations when the British and Settler Government invaded the Waikato in New Zealand in the 1870s.
