An evasive answer

Re: Ministry of P.M.’s Chief clarifies Head of State law 

“Contacted for a comment, Agafili said he was disappointed with the context of the newsletter. The newsletter issued makes it seem like women are not qualified, but that is not the case here, the Act is crystal clear,” he said.”

I bet it was quite a shock because no one expect a woman to be a Head of State in the Independent state of Samoa. The newsletter may make it seem like women are not qualified as head of state but only men are selected. Right?

 “The Act does not say that only men are qualified. That is why this issue has never been brought up before Cabinet because there is no need.”

I kind of remembered the last few years almost every week, and months there was some kind of conferences or rallies or launches of gender equality to promote women in any position even in government. 

Why was the issue not brought up then? Was it because women were not qualified? I think this was an evasive answer to avoid having a woman as Head of State.
